Abstract

Developing countries are facing with variety of challenges that include among others poverty, poor infrastructure, poor infusion and use of Information Technology (IT), poor education facilities and lack of experienced and skilled personnel, which are affected in Learning Institutions. So to enhance the capabilities of both educators and learners by using few available resources Virtual Learning Environment (VLE) is essential.
